The Government of Telangana has taken a very serious step regarding employees who are irregular or absent from duties for long periods. The Government has issued G.O.Ms.No. 9, dated 23-01-2026, which amends the Telangana Civil Services (Classification, Control and Appeal) Rules, 1991.

What is G.O.Ms.No. 9? (అసలు ఈ జీవో ఏం చెబుతోంది?)
The government has issued amendments to the Telangana Civil Services (Classification, Control and Appeal) Rules, 1991. Specifically, they have changed Rule 9 and Rule 25.
Previously, removing a permanent employee for absence was a long headache for the department. Charge sheets, inquiries, explanations… it used to take years. But now, the game has changed.

This is for those who are continuous absentees. Even if you have leave, or a mix of different leaves, or EOL (Extraordinary Leave)—it doesn’t matter.
- The Rule: If you are absent from duty for a continuous period exceeding five (5) years, with or without leave, you are deemed removed.
- Why this rule? Some employees keep extending leaves year after year. Government clear ga chepthundi: Maximum 5 years anthe. Adi datithe, you are out.

3. Overstaying Foreign Service
Many employees go on deputation or “Foreign Service” (working for other organizations, corporations, or abroad).
- The Rule: If your approved period expires and you do not report back to your parent department immediately, you face removal.
- Common Mistake: Chala mandi “Extension vastundi le” ani light teesukuntaru. But remember, once the date expires, you are unauthorized.

The “Show Cause Notice” Safeguard
Reading this, you might feel scared. “What if I had a genuine reason like a coma or a severe accident?” Don’t worry, Natural Justice principles are still followed.
The G.O. explicitly states:
“Provided further that a show cause notice to explain the reasons for such absence from duty or continuation on foreign service shall be given to the Government Servant and his/her reply shall be considered before invoking the above said proviso.”
Ante deeni artham enti? Before issuing the final removal order, the department MUST give you a Show Cause Notice. They will ask you to explain your side.

Why This Amendment Was Necessary
You might be thinking, “Government enduku intha harsh ga decision teesukundi?” (Why is the government so harsh?). To understand this, we need to look at the practical problems the administration has been facing for the last decade.
The Chief Secretary and the General Administration Department (GAD) didn’t wake up one morning and decide to fire people. This G.O. is a surgical strike against three major problems:
1. The “Safety Net” Syndrome (మొగ్గు వేరే వైపు – కాలు ఇక్కడ)
Let’s be open about it. There are many employees who take long leave (EOL) to go abroad (US, UK, Australia) for IT jobs or to start a private business in India.
- The Problem: They treat the Government Job as a “Backup Plan” or a “Safety Net.” If their business fails or the H1B visa expires, they want to come back and sit in their government chair.

This is the saddest part. When an employee is absent for 5-6 years without being removed, their post is technically shown as “Filled” in the cadre strength.
- The Impact: Because the post is “filled” on paper, the government cannot issue a notification to hire a new unemployed youth. It also blocks the promotion channel for the junior employee working sincerely below them.

3. The “Inquiry” Headache (లీగల్ చిక్కులు)
Under the old 1991 rules, removing a permanent employee was a nightmare. Even if everyone knew Mr. X hadn’t come to the office in 4 years, the department had to:
- Publish notices in newspapers.
- Appoint an Inquiry Officer.
- Conduct hearings (where the employee wouldn’t show up).
- Fight cases in the Administrative Tribunal.

Friends, rules are rules. To be safe in 2026, follow these tips:
- Written Orders Only: మీ ఆఫీసర్ “పర్లేదులే వెళ్ళు, నేను చూసుకుంటా” అని నోటి మాట చెప్తే నమ్మకండి. Get the leave sanctioned on paper/online. Without paper, you are unauthorized.
- Watch the Calendar: If you are on EOL (Extraordinary Leave) for study or health, keep counting the days. 5 Years is the Lakshman Rekha. Do not cross it.
- Update Address: మీ సర్వీస్ రిజిస్టర్ (SR) లో మీ అడ్రస్, ఫోన్ నెంబర్ కరెక్ట్ గా ఉండేలా చూసుకోండి. ఒకవేళ వాళ్ళు నోటీస్ పంపితే, అది మీకు అందకపోతే నష్టం మీకే.
- Foreign Service Extension: విదేశాల్లో ఉన్నవారు, గడువు ముగియడానికి 6 నెలల ముందే ఎక్స్టెన్షన్ తెచ్చుకోండి. లేదంటే ఫ్లైట్ ఎక్కి వెనక్కి వచ్చేయండి.
